Kuwait City—At the invitation of the State of Kuwait as host country and Her Excellency Secretary-General of the Digital Cooperation Organization (DCO), His Excellency Chea Vandeth, Minister of Post and Telecommunications, led the ministry delegation to participate as the Guest Country in the 5th DCO General Assembly under the theme “Inclusive Prosperity in the Age of AI,” held on 4–5 February 2026. The assembly brought together ministers and ministry leaders overseeing digital affairs from member states and guest countries, along with observers, partners, and the private sector from approximately 60 countries.

Established in 2020, the DCO currently comprises 16 member states, 49 observers, and 20 partner organizations. The organization aims to promote social development through digital cooperation while jointly safeguarding the shared interests of its member states.

As part of the International Digital Cooperation Forum (IDCF)—a side event of the 5th DCO General Assembly—H.E. Minister participated as a panelist in a panel discussion on systemic AI risk management.

On this occasion, H.E. Minister also held bilateral meetings with digital ministers and representatives from Saudi Arabia, Jordan, Kenya, and Bangladesh, as well as with H.E. Secretary-General of the DCO and several international partners that yielded various fruitful outcomes, including cooperation on digital technology transfer, capacity building in digital policy development, and strengthened mutual support in various international forums.
