Siem Reap: On 3 March 2026, H.E. Ros Sorakha, Secretary of State of the Ministry of Post and Telecommunications (MPTC), presided over the opening ceremony of the Workshop on “Space Policy Development of Cambodia”, under UNOOSA Global Space Law Project. The opening ceremony was attended by Mr. YONEZAWA Atsushi, Director of the Consular Office of Japan in Siem Reap; leaders of MPTC; international speakers (from Japan, France, Philippine, Australia, Kenya, Singapore and UNOOSA); and representatives from relevant stakeholders across government institutions, the private sector, and universities, with approximately 130 participants in total, and was held at the Angkor Miracle Hotel in Siem Reap Province.

This workshop was jointly organized by the MPTC and the United Nations Office for Outer Space Affairs (UNOOSA) with financial support from the Government of Japan, which was held from 3 to 5 March 2026. The workshop was organized with the following objectives:

1. Provide technical and legal guidance to support Cambodia’s development of a national space policy and regulatory framework.

2. Raise awareness among relevant ministries and institutions about international standards, treaties, and principles governing the peaceful use of outer space.

3. Identify capacity gaps, institutional needs, and priority areas for emerging spaceactivities in Cambodia.

4. Support Cambodia in aligning future national space programs with international space law, norms and best practices.

In opening remarks, H.E. Ros Sorakha emphasized that this workshop is importance step in the process of preparing a national Space Policy document and helps strengthen the capacity of Space Policy preparation working group on Space activities and satellite to the increasing widespread use of space technologies. She further noted that the workshop marked an important milestone toward the development of Cambodia’s Space Policy, which will serve as a strategic roadmap in the short, medium, and long-term to enhance the development of the Cambodia’s space activities in the future.

In addition, H.E. Ros Sorakha said that establishing a national space policy framework will help ensure legal certainty, institutional coordination, and long-term sustainability, and requests all participants to provide their cooperation, share relevant work experience, and contribute inputs related to the space activities. It is hoped that this workshop will generate important and constructive inputs on space-related matters from ministries, institutions, and private sectors, which will serve as a foundation for drafting Cambodia’s space policy. H.E. secretary of state expressed her sincere appreciation to UNOOSA and the Ministry of Foreign Affairs of Japan (MOFA) for their close collaboration with the MPTC.
