From National to Regional and Global Levels: Cambodia Strengthens Multilateralism in Digital Cooperation

Geneva: On July 7, 2026, the second day of the “Global Dialogue on AI Governance,” His Excellency Chea Vandeth, Minister of Post and Telecommunications met with representatives from various institutions and countries to strengthen Cambodia’s digital sector relations.

H.E. Minister held discussions with H.E. Amandeep Singh Gill, United Nation’s Under-Secretary-General and Special Envoy for Digital and Emerging Technologies, and briefed him on the Royal Government of Cambodia’s efforts to enhance citizens’ digital capacities at all levels through programs such as the Techo Digital Talent Scholarship, Community Tech Centers, and computer lab projects in target primary schools, as well as investment in public digital infrastructure like the verify.gov.kh platform. H.E. Special Envoy commended Cambodia’s commitment and the success of the verify.gov.kh platform and invited Cambodia to promote this platform on the UN Digital Cooperation Portal, as well as inviting Cambodia to co-chair the UN Open Source Week program in 2027.

Furthermore, H.E. Minister met with several Ministers of digital affairs, including (1) H.E. Minister Marc-Alexandre Doumba of Gabon, (2) H.E. Minister Haliki Mahamat of Chad, (3) H.E. Minister Américo Muchanga of Mozambique, (4) H.E. Minister Samba Diouf of Senegal, and (5) H.E. Minister Djibril Ouattara of Côte d’Ivoire, to share Cambodia’s experiences with these nations. Taking this opportunity, H.E. Minister invited the Ministers of all five countries to attend the Francotech event, which will be organized in late 2026 during the 20th Francophonie Summit hosted by Cambodia.

H.E. Minister also met for a cordial talk and working discussion with Her Excellency Deema Al Yahya, Secretary-General of the Digital Cooperation Organization, to continue discussions on potential collaboration. H.E. Deema Al Yahya expressed her interest in inviting Cambodia to join as a member of the Digital Cooperation Organization, recognizing Cambodia’s digital transformation achievements, which have consistently gained international recognition.

These efforts represent the implementation of Cambodia’s digital transformation policy measures under the Pentagonal Strategy—Phase I, as well as the promotion of multilateralism in Cambodia’s digital cooperation, aiming to strengthen the resilience of the national digital ecosystem and contribute to strengthening regional and global digital ecosystems.
