Phnom Penh: On June 25, 2026, His Excellency So Visothy, Secretary of State of the Ministry of Post and Telecommunications (MPTC), presided over the launching ceremony of the Techpreneur 2.0 training program jointly organized by DICHI Academy and ELIX Organization and attended by partner representatives from public institutions, private companies, and universities and students—bringing together approximately 160 participants at the MPTC headquarters.

The Techpreneur program is a 7-month technology and entrepreneurship training program that focuses on full-stack development as well as AI & data science. It aims to build students’ capabilities in creating digital solutions and driving innovation to solve real-world challenges faced by partner companies. The program is designed to support the Royal Government’s efforts in developing digital human capital, which is essential for achieving digital transformation and fostering digital citizenship.

During the ceremony, H.E. Secretary of State stated that this program plays an active role in developing Cambodia’s digital human capital that aligns with the Royal Government’s Pentagonal Strategy—Phase I, which identifies five key priorities: People, Roads, Water, Electricity, and Technology—particularly digital technology—to build a digital economy and society and accelerate digital transformation in Cambodia.
